Dear Neighbors:     This is a quick one about a fun and educational event at Potomac Overlook Park.   The message I received indicated this might be child-friendly, but I would check with Martin before bringing the little ones.  (P.S.  For those with appliance deaths - the County is arranging a meeting for us with Dominion Power -- probably in September when everyone is back from vacation.)

 Tree Stewards will be presenting a Tree Planting program next week for the Potomac Overlook Regional Park, located off
 Military Road in North Arlington (@ 5 minutes from  Spout Run - call for directions).  As the notice below says, you are all most welcome; please pass the word, and remember to  RSVP so there's enough pizza for all!  If you can't make supper, the program begins @ 7 p.m..  Rebecca Feldberg of Arlington Parks and Recreation graciously donated three good-sized trees that need planting (a red maple, American hornbeam and white oak), so come on out to this lovely park and help give them new homes.   The last two Wednesday Night in the Park programs have been great successes.  Please help pass the word about the next programs in the series.  If you plan to join us, please RSVP.  Thanks.

Subject: Bellevue Forest On-Line

Dear Neighbors:      Hope all is well with you.  Please mark your calendars for the Corn Roast on September 7th.  Once again, it will be held at Potomac Overlook Park by the nature center-- we'll set up around 3; have corn ready by 4:30 and be ready to grill your meats any time after about 4:15.  Individuals with heavy gear may drive to the site (very carefully).  BFCA will provide paper products, butter, salt, beverages.  Please bring a salad or dessert to share.  We need volunteers to take a 30 minute shift on turning the corn, arranging children's games (or leading them in a rousing game of junior soccer).   Well-behaved dogs on leashes are also welcome.       Halloween this year is on a Friday, so we've decided to do another Halloween party in the Piedmont cul-de-sac (which I haven't shared with my neighbors yet!!! - but they're lovely).  We need volunteers to help organize a few games, provide cookies and juices.  We'll get the prizes.  This is a low-key event that will start around 5 and end in time for Trick or Treating.  Children of all ages are welcome, but this is really designed for the younger set, particularly pre-school.  If you are interested in helping -- or better yet heading it up, please let one of your officers know.     The first meeting of the Civic Federation is Tuesday, September 2 at the Hazel Auditorium at Virginia Hospital Center - Arlington.  This one starts early because it's Candidates Night and we have LOTS of candidates.  Everyone is welcome to attend, although only delegates and alternates may ask questions.  (The sign ordinance regulating political signs has been deferred until the end of the year.)       A new version of Neighborhood Watch is about to be unveiled.  We hope to start this in the Forest because it's low maintenance and effective.  As far as crime, I received the report from the Police Department for the full year, and it appears that the recent spate of burglaries and vandalisms was all we've had.  However, it became abundantly clear that people are NOT reporting, particularly acts of vandalism.  We can't solve the problem if the Police don't believe we HAVE a problem!  Please report.         We are moving ahead with Dominion Power and the fried appliances.  Mary Alice Gray, Team Leader in the County's Consumer Affairs Office, is setting up a meeting for us -- probably in September -- so that we can get some straight answers and hopefully some resolution of the power surges both small and large.      We also have an item for sale - which follows.  Have a great rest-of-the-week and weekend.

Subject: Bellevue Forest On-Line -- To All Who Had Appliances Fried in the Storm last week

Please delete if you haven't lost appliances to the lightning storm/power surges.

Dear Neighbors:     As I type, I'm on the line with Dominion Virginia Power trying to figure out electricity in Bellevue Forest.  This is what I have in three parts:      To file claims:

         I spoke with a Mrs. Fisher at 1-888-667-3000 who was able to set up a claims account for me on the telephone (although I explained I had no damage personally).  So, this is another option.

       Part II

        I asked for a representative to meet with us about fixing the problem.  An order has been filed with the Operations Department, and if I drop off the face of the earth (one never knows), the order/job number is 93204920.  This is for the storms on July 7th.  I have asked for a phone call and a meeting.  (The Claims person (Mr. Wesley) has been informed that we had problems on both the 7th and the 9th, so we're covered for both.)

    Part III

        One of our neighbors is an attorney who deals with regulated electric utilities.  The following is his suggestion:

I do electric utility regulatory work.  I can't advise on specifics but generally speaking when appliances are damaged at more than one household during the same storm the responsibility lies with the utility (because it's the utility system and not individual applicance failure).

Dominion should be requested to pay for replacement appliances and to fix the problem.  If Dominion refuses then folks can see whatever explanation Dominion gives and decide whether to file a complaint with the Virginia State Corporation Commission.

    My husband, who also works with the power industry (although not Dominion), also suggested 1) testifying before the County Board (because there are some problems on that end); going to the State Corporation Commission; and if necessary, going to the Public Utility Commission.

    Bellevue Forest has lost tens of thousands of dollars of appliances in this last round of storms.  I do have the listing to date (again, only those on-line who responded). 

    We'll discuss this further tomorrow night at the ExCom meeting.

Subject: Bellevue Forest On-Line

Dear Neighbors:     Really quickly (for me):

        1.  There were tons of appliances fried in the last storm.  We're keeping Bray and Scarf in business.  I have a matrix on these, but they range from the end of Roberts all the way to Military - so far. One of the neighbors offered to send the claim forms for Dominion Power -- which apparently does honor them.  (They'd be hard pressed not to do so with this record!)

        2.  The Executive Committee will meet this Thursday at 7:30 at Dan Radke's.  Anyone with a concern or issue is encouraged to contact one of the officers.  Dominion Power, vandalism (bunch more emerged on the scene yesterday), burglaries (another came up on Quincy yesterday), damage to trees at Donaldson Run (aka widow-makers) and the Corn Roast will be on our list so far.

        3.  I have a tentative babysitter list as well as pet care and lawn mowing.  This will be posted on the Web Site but it will be password protected.  I don't know what password Dan will choose, but if you're desperate in the meantime, contact me.  If you're in my system (i.e. Bellevue Forest resident), you can have the list.  If your son or daughter should be listed but is not, please let me know.  If your son or daughter has CPR, Babysitting, First Aid, etc. training, please let us know that as well.

Subject: Bellevue Forest On-Line -- Appliance Deaths, Vandalism, Burglary

Dear Neighbors:    It appears that there was a real swath of appliance destruction from North Nelson down toward the Parkway.  Did anyone on Oxford, Peary, Piedmont or Pollard lose appliances?  I'm trying to determine if this is a concentrated/localized problem or something affecting the whole neighborhood.  Many of those who lost equipment had surge protectors -- not just individually but whole-house -- and they got fried as well.      Also, Baki is back, taking a huge cat nap after his 3 day adventure.       There was also another burglary on North Quincy Street.  Please be extra vigilant, and it appears we're going to have to start locking doors.  (This was a purse theft.)     Right before the 4th of July, there were two incidents of vandalism -- lawn chairs (for the trash) smashed into a neighbors windshield; a large rock thrown into another car's windshield on 31st and Quincy.  While it might not be related at all, two boys on motor scooters were seen at the same time as the latter incident -- around 12:30 a.m. -- in the same vicinity.  This is getting old fast!  The police have been or will be notified of all the above incidents.      Please take care -- and be aware of what might seem out of place.  We'll contact the police, as an association, again.

Subject: Bellevue Forest On-Line - Missing Siamese; Appliance Deaths from Lightning, etc.

Dear Neighbors:     Three quick items:

    1.  Baki, the Kettelle's Siamese cat, has gone on walk-about.  Baki is a very angular, slim cat who walked off last evening around 6 p.m.  He is an indoor cat.  Might be seal point.  Loves to sniff and is very affectionate in his own environment.  If you see him, please call Nancy or John.

    2.  News from down Roberts Lane.  Apparently, during lightning storms, appliances at the end of Roberts Lane are getting fried (terminally).  Is anyone else having this problem?  Does anyone have suggestions?

    3.  Does anyone have an upright Electrolux vacuum cleaner?  When mine malfunctioned, my mom threw it away (don't ask), so I have lots of vacuum bags if someone could use them.  Just call me (or e-mail) at 527-0294.

    The babysitter list is growing.  I'll publish it on-line shortly.  The airport noise surveys really are coming your way!

BABYSITTERS      I am adding one more babysitter who "reported in" -- and this reminds me that we probably should up-date our babysitter files since some who are in my BF Babysitter box are probably graduating from college by now (which means it's old!)   If you have a child who is interested in babysitting, (pet sitting, yard work), even if you've already notified me (except for the Strasburgers and Emma Prins), please let me know/reconfirm.

HOUSESITTING ACCOMMODATIONS NEEDED   Hi. My father is moving to northern va and needs transitional housing. He wants to have his own place in Arlington or McLean so we're looking for a house-sitting or rental situation for a few months with a start date anytime up to October or so.  Anyone know of anything? AIRPORT NOISE SURVEY      Also, I am attaching a file to this e-mail on Airport Noise.  It's a survey that Hank McEntee has asked ALL BF residents who care about the noise issue to complete.  I had to rotate mine, so if you can't open it, let me know and I'll print you a hard copy.

NEW FAMILY IN THE FOREST      Finally, we have a new Navy family relocating here from Rota, Spain.  We welcome them to the neighborhood, and their 4-year old.  If anyone has recommendations on a pre-school, please let me know.

NEW BABYSITTER    Emma Prins, 8th grader. Red Cross-certified.  Nights and weekends.

BASEBALL STADIUM    Whether you support or oppose the possible addition of a baseball stadium in Arlington, there's a meeting on July 9th that will discuss the economic implications of such a facility.  If you're interested, I'll send you the details (I'm still trying to figure out where it's being held!)

Dear Neighbors:    Just a quick reminder that Friday is our annual Fourth of July parade, assembling at 11 at N. Oxford and Roberts Lane.  Please join the festivities and support our young ones as they "strut their stuff".  They truly are adorable.  The weather (as of this minute) calls for a high of 93 degrees, so come prepared.     Also, I received e-mails from two of our teenagers who are offering their summer services.  Please add them to your lists of those in the Forest who do babysitting and yard work!     Have a great (albeit soggy) day!

Dear Neighbors:       Lots happening in the Forest.    

    1.  The Police Department, while not giving us more details on the burglaries, have offered to meet with interested residents about re-establishing Neighborhood Watch officially.  If you are interested, please let me know.  If we have a critical mass, I'll call Heather and schedule a meeting.

    2.  The next 3 days promise to be warm and sunny -- perfect breeding opportunity for West Nile.  Please clean plant bases and other receptacles with standing water.  The disease is here to stay and not fun.

    3.  The Freedmans had two oaks cut down and the firewood is out on the curb on Quincy (next to the construction site).  It's free to a good home.

    4.  Hank McEntee attended the Airport Noise hearing.  If you'd like his report, please e-mail me and I'll send it.

    5.  The World Food Project is working with the Farmers' Markets -- Arlington and Columbia Pike -- to introduce new produce to Arlington culinary tastebuds.  There's an accompanying web site (I hope it has recipes!).  If you'd like the press release explaining this and who the local growers are (and what might be offered), please let me know.  There's also a new coupon discount program through the Agency on Aging for "qualified" seniors.  500 coupons remain to be given to seniors.

    6.  For those who are interested in the Animal Shelter, there's a hearing on June 30th.  AHA has been contracted to do a study.  An interest group in Arlington is working for changes to the shelter operation, including a fostering program.  E-mail me for details if you're interested...or contact the County Board with your position if you're so inclined

    7.  Baseball stadium:  There a meeting on June 26th at Washington and Lee High School, the purpose of which appears to be to look more closely at the economic implications.  If you're interested, e-mail me for details.

    8.  Pet Lovers:  I attended a seminar on Pets in Disasters (which included how to provide for your pet should you predecease it).  It was offered by Metropets, a new group for the Greater Washington Metropolitan area.  They're offering Pet First Aid on July 20th out near Tysons.  So, too, is the Arlington Red Cross - this week, I think.

    9.  The Civic Federation meeting in July will focus on planning for the coming fiscal year.  If you have topics you wish to see considered, please e-mail me or contact one of your other Delegates (Tom Connally, Rob Simmonds, Adrienne Griffen).

    10.  Weather permitting, the Fourth of July Parade is a "go".  It assembles at 11:00 at Roberts Lane and N. Oxford - and it's terrific!

Subject: Bellevue Forest On-Line -- Wanted: house to sit in early July; opportunity to help some children; 4th of July Parade

Dear Neighbors:   Two items of request today.  The first is from Lucy Gordon, a terrific neighbor on Pollard, regarding a sister's wedding and housing needs.  The second is from Karen Adelstein (another terrific neighbor) about an opportunity for interested Foresters to help a relatively new organization literally bring smiles to children's faces.     Before getting to these issues, however, a few household items: Lt. Moore will be back in touch with us about the burglaries (PD); Captain Woodson will be back in touch with us in response to inquiries about restarting Neighborhood Watch (this is really a passive program but very important.)  Second the Fourth of July Parade is a go.  It will be held -- obviously -- July 4th -- from Oxford down Roberts Lane to N. Kenmore.  Children of all ages are invited.  The road has traditionally be closed off to vehicular traffic from 11 to about 11:30, so neighbors living in that area who need to get out should probably plan accordingly.  This message will be repeated.      Now to the two items from our neighbors:     ITEM ONE:

Hello Neighbors,  My sister, her Army Colonel husband, 12 year old son and 16 year old daughter would like very much to house sit in our general area for the time around the first two weeks of July, while they are in transit between duty stations from Italy to Pennsylvania.  The timing of their move makes it so they are able to stay here in Arlington to join our extended family for the celebration of another sister's wedding.  The exact dates are somewhat flexible, approximately 6/30-7/14.  Willing to take care of pets, plants, you name it, and of course, extremely good care of your home.

Subject: Bellevue Forest On-Line - Another Burglary

Dear Neighbors:    I just received a phone call, and another house has been burgled on Quincy.  This one was yesterday afternoon.  The resident was not home at the time.  Heirloom jewelry was the target -- and a great deal of it was taken.  It appears we might have been "discovered" so please be extremely vigilant -- including keeping the doors locked at all times.       Our neighbor has at least one LARGE dog, and the fact that it (they) began barking might be an indicator of why more was not taken (I am only presuming that silver was not taken as well).     We will be requesting additional patrols -- but we who are in the Forest need to be the eyes for the police.  If you see ANYTHING suspicious -- including cars you don't recognize -- please don't hesitate to call the police.    If anyone has any suggestions -- or if there's an interest in reactivating Neighborhood Watch -- please let us know.      Thanks.

Subject: Bellevue Forest On-Line

Dear Neighbors:    Pete asked me to send the following information to you.     The second item of business is the Fourth of July parade.  We have not had volunteers (except one) for this event, and it might well be a 'no-go' if we don't get some helpers!  This is a wonderful event for the children (of all ages).  Pete, as you will note, has placed a call about the parade permit and inquired about police participation (they were great last year).  Please let us know ASAP if you will work on this event.    Next, (from Pete) "the Cherrydale firehouse #3 relocation committee has now identified 6 possible locations for a new firehouse.  They are:
1)  Brown Honda lot
2)  Cherrydale Station (NE corner Lee Hwy and Pollard)
3)  The Bromptons/Nichols site (next to the existing firehouse)
4)  Toyota dealership (Lee Hwy and Old Dominion)
5)  Caldwell Bankers-One Stop (Lee Hwy and Woodstock)
6)  7-11/Progressive Cleaners (Lee Hwy Pollard NW corner)
As a voting member of the committee allowed to pick 3 locations, I selected Brown Honda, Cherrydale Station, 7-11 Progressive Cleaners lot.  The reasons are simple, response times to our neighborhood remain the same, proximate location to the original station, size of lot, grade of lot, and Cherrydale wants the station.   A public comment meeting will be held on June 18th at 7:30 PM at the Cherrydale Volunteer Station Lee Hwy and N. Pollard Street.  Anyone wishing to express their feelings may speak for 3 minutes.  I will not be there due to a prior commitment, however the meeting is recorded and I will receive a copy of the meeting from the Chairman of the committee."  

Pete continued, "Also I have not heard anything about the parade.  I did call the county to inquire about the permit and I also spoke to Elaine Moore about PD participation."

Third, Hank McEntee and Jim Reo have been passing out flyers indicating the dates of the public hearings on airport noise.  I know that at least one is NEXT WEEK, and this is the last possibility (in the words of many who have been doing yeoman's work on this issue) to get our thoughts before officials who might take our concerns into consideration.  Please consider attending.

Fourth, please remember to empty standing water wherever it might be (how about EVERYWHERE with all this rain?)  Mosquitoes will be having a fine time of it if we don't, and West Nile is here to stay.

Fifth, there is a proposed sign ordinance (regulating the size and number and location of  signs for issues or campaigns) that the County will be considering -- possibly -- on June 28th.  If anyone has any thoughts, the Civic Federation committees will be meeting on Monday, July 23rd, to consider the proposal.  Please let me know if you'd like your opinion considered.

Dear Neighbors:    I just got this in from one of our neighbors. This is a particular heads-up for people on N. Quincy.   Please be aware that the Travelers are back in the area -- also called the Irish Travelers (although they were originally from Ireland, Scotland and Great Britain).  We also have the gypsies (this is not a racial/ethnic slur -- they truly are gypsies whose summer headquarters are somewhere in the Manassas area).  We also have the con artists.  ANY offers for driveway repaving, for roofing, for general house repairs should be carefully screened with references collected/called.  It is best to use referrals from people you know for people who have satisfactorily accomplished work for them.  Also, do NOT pay up front.  This is not the protocol of reputable contractors.  Also, be sure to lock your doors -- particularly if doing yard work.  People have been known to try to engage in conversation while you're doing yard work while their "partners" go in a door you can't see.  I've heard this type of burglary (silver is well-loved) can occur in under one minute!  Please pass this on to neighbors who might not have computers.  I any alleged "contractor" gives you a hard time or seems somewhat intimidating, please let us know.  This is absolutely when we bring in the police.  They have highly trained people to do this type of investigation/prosecution.

Dear Kimberly,  I am a neighbor on Quincy Street near Military Road.  Tonight, a couple in a convertible approached me while I was gardening out front, and asked for directions.  I got a map to help them, and then the wife requested to use our bathroom.  I allowed her to do so, and hours later found my car/house keys gone from the credenza near the entrance.  I want to warn others in the neighborhood about this, and would ask my immediate neighbors to keep a watch out for my house (3177) until the locks are changed (hopefully tomorrow).

Dear Neighbors:    This just in from Julie Anna:

Kim, a word of warning to pass on.  I have noticed several junior high school-aged kids walking into and out of the woods near our house--we live at the bottom of North Monroe Street.  They and their parents should know that we regularly kill large copperheads in the woods and in our driveway.  In fact, our dog was bitten by one last summer and nearly died.  If these kids are going to be walking around in the dense brush, they should be very careful to wear long pants and thick shoes and watch where they step!

NOTE:  While Copperheads' bites are usually not fatal, they can be very nasty -- and the young ones are especially venomous.  They also tend to be less likely to flee from people (unlike most other snakes), at least if our experiences with copperheads on the patio is any indication!

ROBBERY, 05/16/03, 2500 Military Rd., At 0635hrs, the victim, a 69yo female, was standing at a bus stop when an unknown subject approached her and grabbed two handbags from her shoulder.  The subject was described as a BM, 17-23, 5'07", 150 wearing a gray, hooded sweatshirt, blue jeans and white tennis shoes.

Search Stepped Up for Sexual Predator 
Arlington, Va. - A warning for women living or visiting Arlington.  A man is sexually assaulting women in that area and police believe he could strike again.   He's already attacked five women in the Arlington area, all at different times of the day, and has exposed himself at least once.  The first two incidents happened in April, along wooded areas of the Washington and Old Dominion Bike Trail. Other attacks have occurred in busier areas along Wilson and Arlington boulevards.  Police are stepping up patrols and urging women to use caution as they continue to search for the suspect.   Police describe the suspect as an 18-to-25 year-old white male, about five-foot-six and 140 pounds.   Anyone with information about the case is asked to call Crime Solvers at 703-522-TIPS.

Subject: Bellevue Forest On-Line -- Neighborhood Conservation Plan

Dear Neighbors:      We've taken another step forward in our neighborhood conservation plan.  Tonight, I gave the powerpoint presentation to the Neighborhood Conservation Advisory Committee, and our plan passed unanimously.  Thanks to all who developed the survey, analyzed, worked, edited and generally slaved on our report.     The next step is the Planning Commission, followed by presentation before the County Board.  Shirley  Grant, our liaison, will be sending me the dates for the Planning Commission tomorrow.  I'll let you know when we're up to bat.     Additional suggestions can still be accepted so long as it's to the body of the plan -- not the recommendations.  We'll be taking some more pictures (pumping stations and parks are apparently high on the list of favorite things), revising the PowerPoint and then going forward.     We're getting closer to a sidewalk and drainage system repair!  (Also got some good pointers on covenants and working the system and a helpful Supreme Court decision!).

Subject: Bellevue Forest On-Line

Dear Neighbors:      We've had another act of vandalism in the neighborhood.  Please keep your eyes open and report incidents, no matter how minor they might seem, to the PD.  Without accurate records, they really can't do much!     We have an opportunity for input into the work that will be done on the pumping stations.  Mary Miss, a nationally acclaimed artist, was selected to do the Public Art for the new Waste Treatment Plant -- and her talents are also available for the pumping stations.  I've seen some of her work -- and it's really quite wonderful.  She listens to neighborhood input and really likes to engage communities.  I don't know what the schedule for meeting her will be, but I do know she's going to be at the Central Library, 2nd Floor, from 6:30 - 8 p.m. on Thursday, May 15th.  If any of you are interested in working on beautification of the pumping stations, please let me know.  (I don't think they'll let us contribute our ideas to safety or mechanical issues!!)      I finished the power point on our NC Plan this morning.  The County has it.  It will be presented on Thursday to NCAC, then later (date TBA) to the Planning Commission, then to the County Board.  I'm still making revisions to the plan, based on neighborhood input.  Getting people a hard copy is quite difficult since the document is 60+ pages long, but I'll try to get organized, get it to Dan so he can put it on the Web Site.     Finally, if you're looking for interesting events for the weekend, this is the list from the Gazette for Neighborhood Day.  I've heard the Twilight Tatoo at Ft. Myer is splendid and the Parade is great fun (particularly if the Shriners are there with their choreographed mini-cars!)!     Have a good week.

Dear Neighbors:      Here's a quick, easy, painless way to sign up for emergency bulletins from the County.  This is the Alert System (part of it) that has been developed in response to September 11th OR to natural disasters.  E-mail, pagers, cell phones  -- anything with text capability -- can be registered.     The official press conference announcing the Alert System will be tomorrow morning.  This system is designed to alert you to tune into the EAS channels -- county web site - www.co.arlington.va.us  , Ch. 31 (cable), 103.5 on your radio, etc.  For those who wish to go one step further, we have a supplier of the NOAA weather radios (Reecom actually works in Bellevue Forest, despite our hills) which have an AM-FM Radio, S.A.M.E. capability (means it can be programmed to our local area so you won't be awakened at 3 a.m. for a tornado warning in Kansas), and an alarm clock.  The radios are $48 when ordered in lots of 10 or more.  If anyone is interested, I'll talk to our CERT Guru (civilian) who does the ordering.     Stay safe.  Enjoy Spring.  Come to the Annual Meeting this Sunday to learn about the plans for our two pumping stations and the relocation effort for Fire Station No. 3 (Cherrydale), as well as to elect officers, etc.

Subject: Bellevue Forest On-Line -- Construction Site and Magazine Sales

Dear Neighbors:     We're usually not this busy.  Sorry for so many e-mails in such a short period of time!    First, the young man who was selling magazines to "raise money for his soccer team" was NOT affiliated with a local soccer organization.  One of our neighbors also called police, and the person was escorted from the neighborhood.  However, this doesn't necessarily mean you won't get the books/magazines.  It does mean (second however), according to our President (and retired police detective) that he was committing fraud by misrepresenting his organization.  Honesty certainly keeps life simpler.    Second, we have received several calls about the construction site at the corner of Quincy and N. 31st.  A developer purchased this property (a double lot).  The neighbors spent eons negotiating with him (he was MOST cooperative).  (Another developer who wanted the property had stated point blank that he had no interest in working with neighbors.)     Two houses will be built on that lot.  The building plans will be furnished to the neighborhood.  This is a DEMOLITION SITE.  It is posted (we've asked for better posting for No Trespassing).  Apparently, since this is private property, there is no requirement for a fence around the site, plus it would be almost unmanageable to have a fence there during wreck and haul.  Parents are asked to monitor their children more closely because this is an extremely dangerous site.  It will become more dangerous when they reach that part of the house where there's an indoor swimming pool.   Pets, too, should be kept closer to home during this phase.  There is broken glass, splintered wood, twisted metal -- unavoidable at this time.     Abby Raphael has a agreed to communicate any concerns to the builder.  He has been extremely amenable to working out problems, and, so long as everyone's within practical parameters, we expect this relationship to continue.  The concerns about the dangers of the site are being communicated.  Keeping the large construction equipment off N. 31st has already been requested unless the vehicles are in active work mode.     If you have any concerns, please either e-mail me or contact Abby.  We'll try to keep this as pleasant as construction can possibly be -- all with the end view of having two new -- and terrific -- neighborhood families.      Thanks for your understanding -- and do let us know of any problems you might encounter.  We'll do our best.

It is a young dog, about 24 inches tall, with a black head, and short haired black and white spotted body - a mix of probably a hunting hound and a pit bull. He is VERY SHY and runs from people, but is gentle and well-behaved (except for the jumping fences). Dear Neighbors:       A few early morning items for your attention/consideration.       First, we recently received the First District Police Report.  If anyone wishes to have a copy, please let me know and I'll forward it to you.     Second, I also just received a request from Taste of Arlington, asking for volunteers for their May 18th fundraiser.  If you are interested in volunteering, please let me know and I'll forward the e-mail with the registration form.   This is a wonderful event (I've worked it the last four years -- but will be attending Jamie's COLLEGE graduation this year!!!) and the proceeds go to a worthy cause.  It will be held at Ballston again this year.    Third, we have a great group of speakers coming to the Annual Meeting.  The agenda will be e-mailed in the next week or so.     Fourth, a hard copy newsletter should be going out soon.  We'll have another in October, so if there are community-wide issues, please let me know so we can be sure to include them.     Fifth, the Civic Federation meeting in May promises to be lively.  The topic is the proposed Baseball Stadium.  Speakers on both sides of the issue (and in the middle) have been invited.  All residents may attend Civic Federation meetings; alternates or delegates ask questions first, then the general public if there's time.  (7:30 p.m., Hazel Auditorium, Virginia Hospital Center - Arlington, May 6th).      Sixth, Denise Vogt, one of our neighbors, is a landscape designer.  She's offered a few pointers to get us well started into Spring. Your plants (and foundation) will be happier for it.

MULCH -- With the warmer weather, many people have started to mulch their garden beds. If your mulch is gone from last year, I recommend about 2 - 3 inches depth otherwise you can certainly get away with less. My favorite mulch is shredded hardwood mulch.  Keep mulch about 6" from the foundation of your house (or other outdoor -wooden- living spaces like gazebos, bridges, decks, etc.) Why? Mulch is one of the favorite snacks of Termites. So why help them out! If your area has already been mulched, use a rake to pull back a bit from the foundation.
KEEP EASTER LILIES BLOOMING -- If you get an Easter Lily this year, remember it is difficult to bring it into flower for a second time indoors.  So, why not plant it in the garden and enjoy it for years to come?  Carefully remove it from the container and plant it outdoors in a well drained site which receives bright morning sun and partial shade during the afternoon. Be sure to plant it at the same depth it was planted in the container. Add a slow release fertilizer (Osmocote) and water during dry summer periods. Mulch heavily in late fall. Subject: Book and Magazine Sales

Dear Neighbors:       Just a quick one.  Someone approached me about supporting his soccer team's efforts to go to a national tournament.  Something didn't sit right (including his name), and since he told me he was the son of someone in the area, I asked for his parents name and address and phone (I'll support anyone locally).  The phone, supposedly a cell, is constantly busy, and the police department does not have that address anywhere in Arlington.    I also got a message from a soccer mom who indicated that the team (yesterday's was the Strikers, today was something different) was in no way affiliated with this effort.     If you want to buy books or magazines, that's fine.  However, if you're like me, you don't like being lied to.   I've recalled the non-emergency Police number and asked that they send an officer into the neighborhood for a chat with him (if they can find him).      This is just a heads-up.  Don't know if you'd actually get the books/magazines or not, but it's not for a local cause that we can determine.      Ask more questions of your own to determine if this is on the up-and-up.

Dear Neighbors:  Just a quick one.  We have a fox in our backyard -- at 8:17 on a bright sunny morning.  He is behaving very strangely -- and has obviously seen us looking out the window at him.  He is probably 1 to 2 years old, moving slowly.  We've called the warden, but we are concerned about rabies.  Please keep an eye out -- and probably keep cats and dogs in for a while...or be vigilant with them.    If the wardens catch him, or if he leaves, we'll let you know.  However, he's been here for an hour and we have a dog who has already been on chase patrol (before we realized it).  Being chased usually persuades these to move to the next county quickly.   Not this one.

Subject: Bellevue Forest On-Line

Dear Neighbors:   This is DEFINITELY a full cup of coffee e-mail.  Sorry for its length, but there is literally so much happening right now.

        1. Neighborhood Conservation Plan:  We are still meeting tomorrow night, April 2, at 7:30 p.m. at the Church of the Covenant to review the Neighborhood Conservation Plan.  Attached is a listing of our articulated community priorities and recommendations.  This is a worksheet for your use.  Please review these.  The schedule for our NC plan has (thankfully from my perspective) changed:

                            May 10th -- presentation to Neighborhood Conservation Advisory Committee (please note date change from April 10th)

                            June 28th -- presentation to County Board 

    This new timeframe means that we can make changes in our plan (minor, please) after the April 2 meeting and finish any discussion on the issue at our annual meeting on May 4th.     A HUUUUGE thank you to Elaine Litman who taught me powerpoint yesterday!

        2.  Airport Noise:  Pete has been working tirelessly on this issue.  He has arranged to have noise monitoring equipment for a regional survey brought into our neighborhood (as opposed to where it was originally going to go -- where planes don't fly overhead...hmmmmm)

        3.  Cherrydale Fire Station Relocation:  Pete has also been working on the County Board appointed Task Force to determine a location for the new Cherrydale Fire Station.  This, as you know, has been quite contentious.  Bellevue Forest's position is first and foremost that we not lose ground in terms of response times.  Because of the timing of the decision, it is quite possible that we will have to have recommendations TOMORROW NIGHT -- that we cannot wait until our annual meeting.  If you cannot make tomorrow's meeting, please SEND me your recommendations / thoughts / concerns / needs / perspectives.

        4.  Nominating Committee -- We are still seeking people to volunteer for various activities in the neighborhood and FOR the neighborhood.  Please let one of your officers know if you would be willing to serve. ( Pete@BellevueForest.org Dan@BellevueForest.org Kim@BellevueForest.org )

        5.  Annual Meeting:  We are "penciled in", awaiting Trustee action, for Sunday, May 4 from 3 to 5 for our Annual Meeting at the Church of the Covenant.  Please plan to attend.  Dues are due at this time -- still $8.  If anyone would be willing to work on the Annual Meeting, please contact me.  Needed are: Program (determine issues of interest -- contact speaker); Food and Beverages (self-explanatory); set-up/take-down; door prizes (always an option), etc.

        6.  New residents.  Please welcome newcomers to our neighborhood, and let me know about their arrival so we can get them a copy of the directory (and get their new information so we keep the directory current).

        7.  Community Emergency Response Team (CERT) training:  We have five, perhaps six, people from our community who have signed up for CERT training (fire suppression, search and rescue, medical, etc.).  These are Richard M., Greg Mc., Hank O., Judy P., Lee R., and perhaps Rhea M.   We need 4 to 5 more people to start forming a team (I'm already trained).  Each of these classes has as many women as men (first hint); our CERT team does not need to draw from only Bellevue Forest.  We are clustered with Rivercrest, Arlingwood, Chain Bridge Forest (the Arlington part only), Old Glebe, Gulf Branch and Stafford-Albemarle-Glebe.   So, if you have any friends in these civic associations (they do not need to be members -- just geographically located), please have them sign up on the County Web site under CERTs.  Those are forwarded to me for scheduling, but they need to go through the County first.

        8.  Neighborhood Day -- is May 10th.  Do we want to do anything to celebrate the occasion?  Do we have any volunteers to head up a function (party, cook-out, stream clean-up, etc.)?

        9.  A group has formed to protect Donaldson Run.  Ken Danforth is very involved in that effort.  If anyone else is interested, please talk to Ken.

        10.  The Garden Club, which meets the second Thursday of the month (September - May) is always open to new members.  It meets during the lunch hour -- 12:30 with a program at 1:00.  Audrey Wyatt is our president, so if you're interested, call her with any questions.

        11.  Anyone interested in tree planting?  The following is from our Tree Folks, who are giving out tree whips.  This is a wonderful way to educate children on the importance of trees to their environment.  We can probably get Cooperative Extension to send us some neat information for children on the role trees play in our world.  Rebecca's message follows:

"Hello All,      This is Rebecca Feldberg, Natural Resources Program Coordinator for the Parks Division.  We will be making available tree whips on Neighborhood Day again to give out to interested citizens.  If your association is having a neighborhood day event and would like to give out some trees please get back with me as to your interest, the number you want, and a contact person.  I would like to try and come up with an accurate count as soon as possible.  I will be making available a mixture of native shade trees and flowering trees.  I will pass on the varieties as soon as I know.  Please get back with me by Wed.  Thanks for your assistance and have a happy spring.

             12.  The Civic Federation meets tonight.  The County and School Budgets will be the focus of the meeting.  Public Forum is from 7 to 7:30 at the Virginia Hospital Center - Arlington.  Business meeting starts at 7:30.   As always, it's in the Hazel Auditorium.  Any interested Arlingtonian may attend.  Only delegates or their alternates may vote.

Subject: Bellevue Forest On-Line, Meeting April 2 (See #2)

Dear Neighbors:       Sorry I've been out of pocket for a while, but my spouse set me up with a new e-mail system.  Given my level of computer literacy, it was tantamount to learning Greek.       A few things:

    1.  If you have children in the public schools, Superintendent Smith sent a letter home with the children explaining the emergency preparedness planning at the school level.  If you didn't get the letter, it can be accessed on the County Web site (www.co.arlington.va.us) or the school web site.  Or I have it as a file attachment.   Please remember that if there's a shelter in place order at the schools (chem,bio,radiological), the front doors will be locked.  Shelter in place for one of these events is for two to three HOURS as a general rule.  Water and snacks are now stored in all the schools.  All the schools also have upgraded NOAA weather radios (which we all have, right?)

2.  There really is an NC report.  I just need to learn how to cut and paste pdf. files into the document, scan a few pages, put it on a disk, and voila, we've got a plan ready to submit to the County for the last go-round.  We've reserved the Church of the Covenant fellowship hall for April 2nd at 7:30 p.m. to give everyone an opportunity to look at the plan, make last minute changes, etc.   The document is too large to e-mail, even in file attachment.    We are scheduled to present the plan to the Neighborhood Conservation Advisory Committee on April 10th.  I would REALLY like someone to do a powerpoint for this (there's a limit to how much new computer stuff I can process in my feeble brain in one month).  If you can do this (it would heavily feature our beloved planned sidewalk on N. 31st Street), please let me know.      We are then scheduled to present to the County Board on June 28th -- which means Neighborhood Signs (tasteful, naturally).

3.  If you are interested in CERTs, please let me know.  We now have six on our "team".  Even though we're clustered with five different civic associations up at our end, all who have registered are from the Forest.  We need 15 to have a team (not all from BF).  I'm doing all the scheduling for Arlington (as a volunteer to the Fire Department), and the earliest we can probably get the training is January of 2004 (although the FD gave me an extra session in the fall -- I'm working on that).

4.  Dan Radke has sent me a few reminders from the Donaldson Run newsletter that apply to us as well.  They follow:

"Arlington's Dept. of Environmental Services (DES) will collect household hazardous waste on May 3, 2003 (Rain or shine) at Thomas Jefferson MS ( 125 S. Glebe Rd) from 9am -3pm. This is a great opportunity to rid your basement or garage of old paint products, lawn care products, pesticides, automotive products, and solvents in an environmentally sound manner.

Also, you can donate old bicycles, televisions, computers, monitors to charity at this event.  For more information, check the Arlington County website.   Public Forum on Urban Forest Master Plan:   Arlington's urban forest provides a wide variety of environmental, economic and social benefits. Our trees provide a sense of place and community. They invigorate business districts, providing welcome shade to pedestrians in the summer. They make residential neighborhoods more livable. Trees clean the air we breathe and the water that flows in our streams on its way to the Potomac River and the Chesapeake Bay. They provide wildlife habitat.  In recognition of the many benefits offered by our trees, work is beginning on an Urban Forest Master Plan that will examine long-term goals, strategies and priorities. As a first step, a public forum will be held from 6:30 to 9:30 p.m. on Monday, March 24, at the Ellipse Arts Center, 4350 N. Fairfax Drive.  Broad participation in the stewardship of our urban forest is needed to ensure its long-term sustainability. Everyone with an interest in Arlington's trees is urged to attend the public forum.

5.  The Nominating Committee is being formed for our Citizens' Association annual elections.  We know we need a Recording Secretary and a Delegate to the Civic Federation.  PLEASE consider volunteering.  We have very few problems compared to many of the rest of Arlington's neighborhoods, and we want to keep it that way!  We need new blood.  Contact Pete, Dan or Kim for details.

6.  Annual meeting: Sunday, May 4th (tentative)  so mark your calendar and try to attend.

7.  A special thanks to Dan Radke for the delightful wine and cheese party he and Cyndi hosted.  It was wonderful meeting so many new neighbors -- and enjoying the company of those who braved the snow.

8.  If you have new neighbors, please welcome them to the Forest and let me know so I can get them a directory (2004 is our update but I might ask Dan to post the current directory, password protected, on the web site since I've actually been updating it as I go along).

Dear Neighbors:    Hope you all are gradually digging/melting out. I just know there are crocuses waiting to burst forth under all this white stuff.  Four items:   First, we've been invited to join with Donaldson Run for their Candidates' Night at 7 p.m. on February 26th at Taylor Elementary School. Both Mike Clancy and Walter Tejada are scheduled to attend.  The Civic Federation debate (held in the midst of the worst of the snow storm) went on as scheduled this past Sunday and should be aired on Channel 33 soon.  Second, we've put the Department of Homeland Security campaign on the Web Site -- Preparing Makes Sense: Get Ready Now. This was unveiled this morning. Has some solid information on bio/chem/radiological as well as the basic "what to do's if..." (And yes, duct tape and plastic does work -- there's solid science behind it -- but only for HOURS --not days -- because of the oxygen exchange problem).  Third, several asked where the fire hydrants are located in the Forest -- for purposes of digging them out. If you have one near your house, would you e-mail me with the address of the house where it's located so we can do a plat -- just in case we ever get buried again.  Fourth, Dan Radke has done it again -- added a new feature to our Web Site. His message follows. I'd like to put in a personal plea here. As a Civic Federation delegate, I've been asked to vote on all sorts of issues - most with notice. If people could register/discuss their sentiments on the discussion board, I'd feel a whole lot more comfortable that I was representing the neighborhood's views - not necessarily just my own (although we probably do agree at least some of the time (grin)). For instance, right now, the CivFed Revenues and Expenditures Committee is reviewing the County budget and will be submitting a recommendation at the March 4th meeting. Same is true of the Schools Budget. That's a lot of issues -- a lot of money -- a lot of shortages because of State budget woes. Once both resolutions are done (and because of the snow, it will be a quick turnaround), Dan can put them up for comment. I have copies of the County budget (Dan is working on Schools so probably has that one) for those who want to review (two volumes, one set, and I'm responsible for Public Safety and Public Health plus whatever else they give me.)   Here's Dan's message. Let's try this. It could be both fun and educational.

FROM DAN:   We have added a new feature to our Bellevue Forest web site (www.BellevueForest.org). We have added a link to a Community Discussion Board, where each of us in the neighborhood can share our thoughts and opinions on a large range of subjects.   The goal of this discussion board is to share opinions. Only Bellevue Forest residents are invited to participate in these discussions.    Bellevue Forest has four delegates to the Civic Federation (and four alternates). The Civic Federation carries significant weight within the County Government, and often their recommendations for or against an idea can help determine the direction our County proceeds. These four people often vote on subjects such as: Widening I-66, a Professional Baseball Stadium in Arlington, County Budget and Tax rate, Public Safety issues, etc..  (http://www.civfed.org/position.htm ). Bellevue Forest has not had a forum for feedback from our citizens to our delegates to discuss these views.   Only honest, courteous, respectful discussion will be tolerated.  The board is hosted by a service called ProBoards. The service is free, but there are pop up ads. If the discussion groups are useful and become popular, we can pay a fee to turn off the advertisements.  There are several topic based discussion area's created. More can be created and we are open to any suggestions.   How To Register:  There is a link directly from our web page. From the discussion Bulletin Board web page, click on the “Register” button (top right corner). You will be asked to enter a user name and e-mail address.  (** ONLY use a user name that will identify your identify to the public, such as JohnDoe - mystery names (such as BugsBunny) will be deleted**). At this point, you have the option of making your e-mail address public to those who visit this bulletin

board, or to keep it private. I recommend keeping it private for now (click the box). At the bottom of the page, “Agree” with the rules, and click “Register”. At this point, you need to wait for your e-mail to arrive. Your password is being sent to you in the e-mail message.  Now, use that password, and come back to login.  Once you Login:  I would first recommend you visit the “Profile” section, and change your password to something you can remember.  To view postings, simply click on the category. There are just a few items for your attention.  First, Bill Baragar's funeral, scheduled for tomorrow, has been postponed. We received this from the family:  "Kim, would you please send out a notice to our Bellevue Forest neighbors that Bill Baragar's funeral, scheduled for Feb. 19 at 1:00

p.m., at the Old Post Chapel, Fort Myer, with burial following at Arlington Cemetery, has been postponed due to the snow? Date is TBD and I'll let you know when that is."   Second, we hope you saved the Emergency Preparedness Guide that was in

this weekend's Washington Post supplement section. It has some useful information for all of us.  Third, during weather emergencies such as this, several of our Bellevue Forest neighbors have volunteered to help others who have pressing needs

to go somewhere. Please check our web site at www.bellevueforest.org for information of this nature. Also, please check on our older residents who live near you. We need to make certain everyone has heat, food, water and prescription medications to last until we're more mobile.  Stay warm, stay safe.

Arlington County has released a new press release entitled:  Arlington County Offers Emergency Preparedness Tips in Response to Heightened Security Alert In response to the federal government’s announcement today that the National Terrorist Threat Assessment level was upgraded from “Elevated” (Yellow) to “High” (Orange), Arlington County is providing the following information for its residents, visitors, and business owners and managers. These guidelines, developed by the Virginia Department of Emergency Management (VDEM), should be used, when and where appropriate, to heighten security and alert levels.

While a “High” alert is in effect, residents and visitors should:

- Resume normal activities but expect some delays, baggage searches and restrictions as a result of heightened security at public buildings and facilities.

- Continue to monitor world and local events as well as local government threat advisories.

- Report suspicious activities at or near critical facilities to local law enforcement agencies by calling 9-1-1.

- Avoid leaving unattended packages or brief cases in public areas.

- Inventory and organize emergency supply kits and discuss emergency plans with family members. Reevaluate meeting location based on threat.

- Consider taking reasonable personal security precautions. Be alert to your surroundings, avoid placing yourself in a vulnerable situation and monitor the activities of your children.

- Maintain close contact with your family and neighbors to ensure their safety and emotional welfare.

In response to a “High” alert, business owners and managers should:

- Announce Threat Condition “High” to all employees and explain expected actions.

- Place emergency response teams on notice.

- Activate the operations center if required.

- Monitor world and local events. Pass on credible threat intelligence to key personnel.

- Ensure appropriate security measures are in place and functioning properly.

- Instruct employees to report suspicious activities, packages and people.

- Search all personal bags, parcels and require personnel to pass through magnetometer, if available.

- Restrict vehicle parking close to buildings. <i>(Please note that Arlington County will only restrict parking based on specific threats and for a limited time period.)</i>

- Inspect intrusion detection systems and lighting, security fencing and locking systems.

- Inspect all deliveries and consider accepting shipments only at off-site locations.

- Remind employees to expect delays and baggage searches.

Today’s announcement was made in response to what federal authorities called “specific intelligence received and analyzed by the full intelligence community and corroborated by multiple intelligence sources.” However, federal law enforcement and homeland security officials said that they have no details outlining an impending attack on any specific target at this time.

If specific threat or target details become available, especially if they are associated with Arlington or the Washington metropolitan area, they will be posted on the County’s http://www.co.arlington.va.us/emergency  and broadcast on Info31, the County’s cable television station (Comcast Cable channel 31).

In addition to being a channel for specific threat details, Arlington’s Emergency Preparedness Web site offers an abundance of useful emergency information including a “Whom to Call” list, frequently asked questions about bio-threats and other terrorist activities, and links to counseling and support resources.

The site also provides a link to an online version of the Northern Virginia Regional Commission’s Home Guide to Emergency Preparedness. The Guide, which can be downloaded and printed for free, is an invaluable take-home resource full of specific tips for preparing for emergency situations. An updated version of the Guide will be available later this month and will be distributed to every household in Arlington. Residents who subscribe to the Washington Post will receive a copy in the Feb. 16 Sunday ad packet; all others will receive a copy via U.S. Mail on Feb. 14.

Today’s announcement specifically avoided recommending that people cancel events or change their work or travel plans. Instead, federal officials asked that people continue with their normal daily activities—but with a heightened awareness of their surroundings and greater consideration for personal security.

February 4th: PLAYGROUND PLANNING (From Dan Radke) On Feb 4, at 7pm, at Taylor School, a meeting will be held with

interested residents regarding the construction of a new playground at Taylor School.    This new playground will be for younger children, ages 2 to 5.  This "Tot Lot" will be funded by the school, and will probably be built this summer.  This meeting is to gather public input as to what type of equipment or Playground design should be built. If you would like to provide input, please attend this meeting.    This meeting is being chaired by a local resident, Steve Grand, 703 807-5166.

Many of you have written or called about the death of one of our own -- Bill Baragar. For those who knew Bill and Lillian and their young sons, we're providing the details of the visitation and funeral service.

"Please let our neighbors know that the family will receive vistors at Washington Golf and Country Club, 3017 Glebe Road, Arlington, VA 22207 on Thursday evening, Jan. 23 (tomorrow) from 6-8 pm. Bill spent more than 20 years in the Marine Corps. His funeral will be at the Old Post Chapel, Fort Myer, Arlington Cemetery on Feb. 19, at 1 pm. Burial with full military honors will follow, and immediately following we will have a reception at the Ft. Myer Officers Club."   For those who wish to contact Lillian directly, I do have her e-mail address.

On a happier note, as you all know from the newsletter, we are hosting a Wine and Cheese Meet and Greet at Dan Radke's on February 7th.   It's a great way to meet one another and to ward off the chills of winter. We'd like to give Dan a guesstimate of how many might be able to attend the Friday function -- hours from 7 to 10 p.m.  Please RSVP to Kim at the above e-mail address. VANDALISM IN BELLEVUE FOREST

Over the past several months, this has become a problem. We've contacted the police and are arranging a meeting. Several neighbors have expressed interest in attending. We're still waiting to hear from the Police as to their availability, but right now we're looking at January 30th at Dan Radke's.  If you are interested in attending, PLEASE CONTACT ME FIRST to make certain the date is confirmed! There are several officers who wish to attend, and between their schedules and the Executive Committee's, getting a date is proving to be a challenge.  Please take care of yourselves, check on your neighbors (particularly our older neighbors) when the weather turns raw (or rawer) or in an emergency, and stay safe.

Subject: Bellevue Forest -- Doug Mow, Moving Companies and Mystery Man

Dear All:   Three items.    First, many of you know Doug Mow who worked for years for Bellevue Forest's welfare -- including as President on many occasions and chief corn turner for the Corn Roast. Doug is turning 50 on the 16th of January, and, as luck would have it, he has pulled cot duty at the Pentagon where he works for the Joint Chiefs of Staff. This means he'll be celebrating in the caverns of the Pentagon.  Jacqueline has asked that as many of you who remember him as possible please send a Happy Birthday e-mail to Doug via me. I'll download them so she can present them to him on his momentous (and

isolated) birthday!  2) One of our neighbors met an older gentleman from the neighborhood who lives in the Forest during the warm weather and winters in Steamboat Springs. The man gave her his name and phone number, which are currently missing in action. She and her family are heading for Steamboat Springs SOON and would love to call him to say "hi". Anyone know who this might be? 3) One of our older neighbors is moving to an apartment in Falls Church and has asked for references of reliable moving companies.  Anyone have any positive experience with a moving company? Subject: Bellevue Forest On-Line

Dear Neighbors:   Three quick items:   1. One of our residents is interested in "housesitting" or renting a home from January through April while their house is being renovated.  This is a mom/son arrangement. If you are "going south" for the cold weather and would be willing to rent or have a housesitter, please let me know.    2. On Saturday, January 11th, there will be a massive smallpox innoculation SIMULATION at W & L High School. The commitment is about four hours. Volunteers will go through the complete paperwork/interview process. They WILL NOT be inoculated. Their orange will. This is designed to test how rapidly "x" number of people could be injected in "y" period of time in the event we go to full-scale smallpox inoculations of the general public.  If you are interested in volunteering, please let me know. I will send you the contact information that came from Mark Penn (Arlington Emergency Management) via the Red Cross. Volunteers must be at least 18 years old.   3) Guam was hit by an horrendous typhoon. Because of the extent of the destruction, the Red Cross is handling emergency assistance through a call center on Gallows Road. Volunteers are still needed to process requests from the Guamanians. If you have some time to spare, please let me know. No previous Red Cross training is required. To date, 11,000 applications have been processed, but the need is great. Those Guamanians to whom I spoke were wonderful people -- still rather shell-shocked. If you have at least four hours to spare THIS WEEK, please let me know, and I'll send you the information.  Have a wonderful week, and stay safe.

Dear Neighbors:    As many of you know, I've been involved in Emergency Prep at the County level since shortly after 9/11. While I am not a fatalist or "Chicken Little", I do believe that we collectively need to ratchet up our awareness and preparedness. I talk with our Director of Emergency Management about once a week, and the message is loud and clear. In the

event of a disaster (something that overwhelms normal emergency services), we citizens are on our own for at least a period of time.  If you are not interested, please delete me right now. The following is a list of holiday items/gifts that FEMA (Federal

Emergency Management Administration) recommends. Some are not applicable to our area (flood insurance is not high on my list); others have problems unique to Bellevue Forest (my NOAA weather radio does not receive well in hilly BF, so on my holiday list is an external antenna. The NOAA weather radio is programmable by locale, so one doesn't get warnings of tornadoes in Kansas -- and it can be accessed by every Emergency Manager in the Country).   The following is the message.

Stumped for an idea about what gifts to buy for Christmas? The following gift suggestions may not have the panache of a video game or the sparkle of fine jewelry, but for the person who has everything (and even for those who do not), they may hit the spot. - Household fire extinguishers for kitchen and all bedrooms (5 pound, A-B-C type).

- Battery-powered radio with extra batteries.
